Seared conscience and Blasphemy

Can someone please tell me your definition of a seared conscience and also blasphemy against the Holy Spirit? I assume that a person goes to Hell with either. Thank you.

As for blasphemy, by definition:
n. pl. blas·phe·mies
a. A contemptuous or profane act, utterance, or writing concerning God or a sacred entity.
b. The act of claiming for oneself the attributes and rights of God.
2. An irreverent or impious act, attitude, or utterance in regard to something considered inviolable or sacrosanct.
Apply that to the person and work of the Holy Spirit.
