Middle East 'road map' published

EUOBSERVER / BRUSSELS - After months of deferral, the long-awaited road map for peace in the Middle East was finally presented to Israeli and Palestinian officials on Wednesday.

Agreed in December 2002, the three-part plan - produced by the Quartet of the EU, US, UN and the Russian Federation - sets out actions needed for both Israel and Palestine to become viable and secure states by 2005.

The road map's publication was prompted by the swearing in of the new, and first, Palestinian Prime Minister, Mahmoud Abbas (also known as Abu Mazen).

On Wednesday Quartet representatives agreed to a last-minute compromise on Israeli and US demands that the plan be presented solely by Washington - sidelining the EU, Russia and UN.

The deal saw representatives of the full Quartet present the plan to Palestinians and the US Ambassador to Israeli, Daniel Kurtzer, presenting the plan to Ariel Sharon, the Israeli prime minister.

Diplomatic sources on Wednesday also indicated that the road map would also be presented to representatives of both sides in New York, Washington, Brussels, Athens and Moscow.

Mixed reception

Reactions, unsurprisingly, have varied from approval to grudging acceptance, to outright condemnation.

Mahmoud Abbas has welcomed the proposal but Hamas and some in the Israeli government rejected it outright.

National Religious Party Chairman, Effi Eitam, himself a member of the Israeli coalition government, reportedly called the plan "nonsense".

Hamas made their opposition known almost immediately and vowed to continue armed struggle.

Mr Sharon yesterday called for a number of limited, but important changes, asking for a passage referring to the Palestinian's 'right to return' to be taken out. There are thought to be some three million Palestinian exiles and refugees abroad.

According to Ha'aretz, the government also wants an "end to the conflict" statement for the Palestinians, along the same lines as that negotiated with the IRA in Northern Ireland.

Some Quartet representatives have indicated that no changes will be made to the road map. Commission officials have expressed concern that the two parties will be allowed to "rip it to pieces".
