IMO this passage in Matthew 15, speaks of the fulfilling of the Final week of Daniel's 70 week prophecy, Daniel 9:24-27.  For in the last week we see Christ Jesus is presented to the Jewish people.  Then in the middle of the Week He offers the New Covenant/New Testament, Matthew 26:26-29, which is His atoning death and Resurrection, the rest of the last half week was the Gospel being solely a Jewish message, than lo  and behold Saul/Paul conversion and Peter preaching to Cornelius after the close the 70 week prophecy.   For the Seventy Week Prophecy deal with the Jewish Nation and bringing in Everlasting Righteousness.   We see that Peter see a vision of all that is unclean and refuses to eat but a voice states what God has cleansed call thou not common, Acts 10:8-17.  In the instance of Matthew's Gospel it was Jesus referring to the fact she wasn't Jewish so she was not consider a sheep but a dog, for she was Greek, Mark 7:26.  And now the Holy Spirit is telling Peter that it time that the Gospel becomes a worldwide message, for in Acts 8-9, we see Paul being call to minister to the Gentiles, yet the Jews still didn't quite understand this.  Many will say anybody could have gotten saved in that 3 and half year period.  But than why did the Jews make the following statement when hearing about Cornelius Conversion:  When they heard these things, they held their peace, and glorified God, saying, Then hath God also to the Gentiles granted repentance unto life.  Acts 11:18

 

This is why Jesus commanded the Apostles to go to the lost sheep of Israel (Matthew 10:5-6), it was all about God's fullness of time, Galatians 4:4.
