The Air Force has confirmed that on the night of Obama's State of the Union address (SOTU), U.S. fighter jets had to be scrambled and sent up in response to two Russian bombers circling the U.S. territory of Guam.

No. This is more of the game played during the Cold War, only now the Chinese are playing too. The Russians would fly toward our airspace, interceptors would be launched, then the Russian planes would turn away. Both sides played the same game, and they did it at sea also - especially with the submarines. There are only 2 real differences since the collapse of the Soviet Union: Russia now has the money to upgrade their military and play the game again, and so do the Chinese. The problem is that the US is about to hit a financial wall at some point in the near future, then things will get interesting.
