No. This is more of the game played during the Cold War, only now the Chinese are playing too. The Russians would fly toward our airspace, interceptors would be launched, then the Russian planes would turn away. Both sides played the same game, and they did it at sea also - especially with the submarines. There are only 2 real differences since the collapse of the Soviet Union: Russia now has the money to upgrade their military and play the game again, and so do the Chinese.
