I would like to state I believe the water he is speaking about here is the baptism of Jesus from John. And before you shake your head just who is John? John was a descendant of Aaron by both parents. Luke 1:5 Jesus said John was the greatest man born from women. Matt 11:11 John confessed that Jesus takes away the sin of the whole world after his baptism. In Malachi it is said of John that he will make the paths of the Lord straight. Jesus said right before he was baptized that his baptism "was fitting for us to fulfill all righteousness" including john in the 'us'. Him being a descendant of Aaron is amazing. It shows he is a valid person to become a High Priest. High Priests are the only people allowed during the day of atonement to pass all the sin to the sacrifices and scapegoat. During the time he was baptized he was called during the highpriest hood of Israels high priest and the deputy high priest. But John was called to fulfill the Lords mission. He baptized people in repentance and he brought people back to God. I hope we can all agree Jesus was the scapegoat who took away all the sin of the people. When Jesus departed he stated in Acts 1:5 that John truly baptized with water, but I will baptize you with the holy spirit. In 1 John 5:6 it says "This is the one who came by water and blood--Jesus Christ. He did not come by water only, but by water and blood. And it is the Spirit who testifies, because the Spirit is the truth." I believe the water spoken here is also referring to Johns baptism. So, the first reference shows the word of God as washing of water. The second reference states clearly that it is the word that saves us, therefore, "we must be born again of water (God's word) and Spirit....".
