Is the "man of lawlessness" one man?

No. Men don't have seven heads (and ten horns). But we need to apply that metaphor properly, since this is a reference to the "little horn" of Daniel (who is a man) who comes out of the ten horns with crowns (metaphors for rulers).  So when we go further into Rev 13:4-8, we discover that this Beast is actually a blasphemous man (corresponding to the Man of Sin in 2 Thess:1-12):

And they worshipped the dragon which gave power unto the beast: and they worshipped the beast, saying, Who is like unto the beast? who is able to make war with him? And there was given unto him a mouth speaking great things and blasphemies; and power was given unto him to continue forty and two months.

And he opened his mouth in blasphemy against God, to blaspheme his name, and his tabernacle, and them that dwell in heaven. And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.

And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.

The bold part is where your understanding misses out. The Mouth of the Beast is not the Beast, any more than Moses' "mouth" was Moses: Moses' mouth became Aaron:

Ex. 4:16 ... he [Aaron] shall be your spokesman to the people. And he himself shall be as a mouth for you, and you shall be to him as God.

Dan. 7:7 ...behold, a fourth beast, dreadful and terrible, ...and it had ten horns. 8 I was considering the horns, and there was another horn, a little one, coming up among them... And there, in this horn, were eyes like the eyes of a man, and a mouth speaking pompous words.

The Mouth of the Beast is the same as the Little Horn of Daniel 7. Neither is the Beast itself: both speak for the Beast, their god.

The Beast is not a man: the Beast is a fallen angel released from out of the Abyss, as we are told in Rev. 9:1-11, 11:7 and 17:8. Only the Little Horn = the Mouth of the Beast are said to rule for 1260 days, not the Beast.

Go back to Rev 13

 Revelation 13:1   And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.
 

 Revelation 13:3   And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.

The FIRST BEAST here is all the major "kingdoms" of Babylon from beginning to end.  The "head" that was wounded and healed, is the "last head".  This last head is the final empire of man's rule.  This final empire has 10 leaders acting "as kings".  These 10 kings have been given power by the dragon to rule this last empire.  It's a group of 10 leaders all from the same empire paving the way for the second beast to come, and they will work together.  So the FIRST BEAST is an EMPIRE.

Revelation 13:11   And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.

 Revelation 13:12   And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.

This SECOND BEAST, is a man.  He is the FIRST BEAST'S SPOKES PERSON.  He is telling the WORLD to listen to the FIRST BEAST and OBEY all their LAWS which will be THE NEW SYSTEM.    They are BOTH working together to deceive.  This beast (a man) will be performing miracles in sight of the FIRST BEAST, always WORKING TOGETHER.  This man is the SON OF PERDITION. 

So the Son of Perdition (False Prophet) and the 10 Kings are always working together.  They are two different beasts but really the same beast.  One is a man, and one is a ruling government. 

Whatever the Son of Perdition does, is because that government tells him to do it.  He is their puppet, and deceitfully together, they deceive the nations.  They are really one in spirit, working towards the same agenda and will both be thrown into the lake of fire at the coming.

Revelation 19:20   And the beast was taken, and with him the false prophet that wrought miracles before him, with which he deceived them that had received the mark of the beast, and them that worshipped his image. These both were cast alive into a lake of fire burning with brimstone.
