I grew up in Michigan, in the fall we would burn the leaves we raked up. People do it all the time while clearing weeds and debris from their yards. He just wasn't paying attention. This really is weird. Not so much. We used to burn weeds out of fences and other areas in Louisiana. Darn things grew so fast and thick it was the only way to get them out of a page wire fence. It was also a good deal safer than clearing them by hand because the heat drove the snakes, rats, and other critters out of the fence line for you.
