If it is structurally sound enough ... AND ... they add a means for breathing, sure.  The video never did say how long someone could survive in the device if there was no oxygen supply.

The article itself said there were vents in the top of the pod that close is its submerged and air tanks kick in. So it seems you could breathe for awhile. 

I was thinking that since the thing is tethered to the ground you might have another problem though: the debris in the tsunami might snap it - then you get a free ride either farther inland or out to sea depending on where the waves take you. That could be a problem.

I guess I missed that in the article.  Nice find!

I have a feeling that if they are tethered to the point of not wanting to move, if they would be destroyed by not only debris, but stress from the current.
