The first seal is opened and a Conquerer emerges with a bow and a crown. Its possible that the term is better applied to the second beast, the beast from the land. Perhaps thought to be the Messiah he may well negotiate the covenant between Israel and this rampaging ruler. When the false prophet directs the world to worship this lunitic I think that's when they realize they've been deceived. The beast out of the sea is the final world ruler, the Antichrist, before the return of Jesus in His second coming, at the end of the seven year tribulation, who will throw him into the lake of fire along with the False Propjet, according to Rev.19:11-21.
