Crimes are not committed out of love for the victim. "Hate" is a statement about the feeling or thoughts, that motivate a crime. To me, this is tantamount to charging people for thinking - as in a thought crime. God can do that, He weighs the heart, and judges it. I think as people, our laws need to address behavior. If I am beaten because someone hates me, I am not that concerned with how that person feels, I am concerned with what they did to me. In theory I agree with you. But sometimes local communities fail to take the appropriate action. I think the "hate crime" label forces local law enforcement and politicians to get serious.
