Who/what is the perfecter of our faith?

Hebrews 12:2 says Jesus is the perfecter of our faith.

James 2:22 says good works are the perfecter of our faith.

I'm just really confused... which is it? or am I misunderstanding the meanings of these verses?

We cannot do good works unless we have Christ, so both are correct.

Ephesians 2:8-10

For by grace you have been saved through faith, and that not of yourselves; it is the gift of God, not of works, lest anyone should boast. For we are His workmanship, created in Christ Jesus for good works, which God prepared beforehand that we should walk in them.

Grace and mercy and peace from God our Father and the Lord Jesus Christ.

Jesus perfects and consummates faith (Hebrews 12: 2) insofar as He works both to will and to do according to His good will (Philippians 2:12, 13) within each one that allows it.

I've seen quite a few atheists do good works though...?

Good works through the eyes of men, but they are not the same in the eyes of God.
