If you mean MARTIAL law, the answer is no. Good grief, the CTs had Obama declaring martial law to stay in office and Bush doing the same thing. READ the proposals for support for the police before you go off believing conspiracy theories. Btw, if you read about martial law you will realize that only the President or a Governor can declare it and it must be done within very narrow legal confines. No police department could declare that law.
