Once Trump came out with his "tax the imports" plan it was clear that he knows that Mexico is not going to pay for the wall and he was just trying to save face and hope people didn't realize that we the consumer would be paying that tax. As far as I've seen, the Mexican president has stated that Mexico will not pay for the wall, and Trump's administration has proposed using tarrifs/a border adjustment tax as a way to pay for the wall, though its been unclear on the specifics.
