How do you think the WH will react to that?": Do you mean besides mere verbal condemnations? If so, there is not much that the WH can do, for at least a couple of reasons. First, were the WH to bomb North Korea's missile facilities, NK could then bombard Seoul with thousands of rockets and missiles, killing hundreds of thousands of South Koreans. Second, the ultimate power behind NK could be not China, which is almost universally assumed, but Russia. For Medvedev met with Kim Jong Un, in a train in Siberia, right after Un came to power. And Medvedev could have ingratiated himself with Un by promising to protect NK from the U.S. by secretly helping NK to develop nuclear weapons and ICBMs and SLBMs, which could be used as a threat against the U.S. should it ever attack or invade NK. ---------- Regarding the U.S. strengthening its Pacific allies, this would be done through providing them with robust ballistic-missile defenses such as THAAD and Aegis.
