If so, it is improbable (at least so far) that Pence, and the majority of the Cabinet, and two-thirds of both the House and the Senate, would vote to remove Trump. For he would have to go completely off the rails. And so far, he is only showing more and more restraint, when faced with the awful realities of the world situation. Campaigning was a lark, with no real threat; he could make all sorts of absurd promises and claims. But now he knows that he can no longer do that. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office. seems pretty cut and dry to me.... what needs to be clarified.
