Draft documents should not be leaked.  "Should they be?" would be a valid question.

When departments cannot brainstorm proposals - even possibly outrageous ones - without the fear of them being leaked, then what?

Government doesn't function all that well now.  This makes it ever more dysfunctional.

Perhaps that is the goal.

Who said the document was leaked? 

It is an offical document and falls under the FOIA

Leaks happen all the time, in every level of any operation, whether polital, corporate business or private dealings.

We can't help leaks - they Will happen.

I only posted this because I thought that it was interesting.

I'm not taking sides for or against - but I am watching what unfolds on your shores because it hugely impacts on mine.

Since leaks are in the news, I assumed it was.  (lousy cold has messed up my thinking.)

If it wasn't leaked but was there for all to see, then to me that's problematic as well.  It should have been confidential. I think documents that are mere 'proposals' and will likely never be implemented should be kept confidential - otherwise (to use a favorite leftist phrase) there is a 'chilling effect'.

OK, I see. That's true for any party supporter though isn't it.

Actually, its human nature - if you like someone and you hear "bad things" about them, you don't want to know...so I understand completely - we've all done it.
