"Should they be?" would be a valid question. When departments cannot brainstorm proposals - even possibly outrageous ones - without the fear of them being leaked, then what? I only posted this because I thought that it was interesting. I'm not taking sides for or against - but I am watching what unfolds on your shores because it hugely impacts on mine. If it wasn't leaked but was there for all to see, then to me that's problematic as well. It should have been confidential. I think documents that are mere 'proposals' and will likely never be implemented should be kept confidential - otherwise (to use a favorite leftist phrase) there is a 'chilling effect'. Actually, its human nature - if you like someone and you hear "bad things" about them, you don't want to know...so I understand completely - we've all done it.
