I would rather, if a conflict is to occur to have one on our time time, when the opponent is not ready, instead of the other way around. The policy of the United States should be to protect the U.S. and if we see a threat, which has developed over decades, where everything we have tried has failed miserably, then I think we should have the courage to try something else.
