No.  I'm saying Kim is deciding the future of his country.  Only he can do that.  Washington doesn't want war but will give him one if he starts the conflict.  Hopefully he is rational enough to know that he can't win and will lose power if a conflict does happen.  I doubt if he cares how many millions will die.
