Is God responsible for Satan's actions?

What would you think of a policeman who had a serial killer in handcuffs and shackles and he uncuffed and unshackled him and let him run free, and he killed more people.  Would you say that officer is partially responsible for the murders?

Our Bible in the Christian faith tells us that all things are predetermined to transpire according to God's will  and his plan for all that is his creation. God is Sovereign. Therefore, if God tolerates the actions of the Devil, as he did when he spoke with him before he gave his attentions to Job to challenge his faith commitment, it is because it is necessary to fulfill his plan.  

God cast the Devil down to earth where God planned to create people to live. And navigate from the beginning in paradise what was planted there to be taken advantage of by the adversary once he arrived.

First the casting down won't happen until after September,and just because God knows what we will be doing next year doesn't mean that is what He really wants us to do.

The Bible tells us that it is God's will that all are saved, but we are told that isn't going to happen.

I find I can hearken back to the wisdom afforded in Matthew 4:10.

God gave man the domination of the Earth in Genesis 1 and 2. But in Genesis 3 man chooses Satan as lord over God - man chooses to follow Satan instead of God. Thus it was that this world was handed over to Satan - not by God... but by man relinquishing his own God-given domain.
