It implies that God is subject to time, space and matter. He CREATED these things. The man who designed the computer is not IN the computer running around but is OUTSIDE of the computer. The fact that we are here to observe the universe and all that is in it (which is certainly here) tells you someONE with intelligence-- evidenced by the deliberate design of all things-- who is greater than the universe itself and the laws of physics-- who is able to create something from nothing-- is HIMself the eternal factor of existence.
