Romans 10: 13, For whosoever shall call upon the name of the Lord shall be saved.

Quoted from Joel 2: 32,  And it shall come to pass, that whosoever shall call on the name of the LORD shall be delivered: for in mount Zion and in Jerusalem shall be deliverance, as the LORD hath said, and in the remnant whom the LORD shall call.

And,

Acts 2:21, And it shall come to pass, that whosoever shall call on the name of the Lord shall be saved.

Believing on Christ and calling upon Him are in effect the same thing.

Romans 10:9-13;    v. 9, That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
    v. 10, For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.
    v. 11, For the scripture saith, Whosoever believeth on him shall not be ashamed.
    v. 12, For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.
    v. 13, For whosoever shall call upon the name of the Lord shall be saved.

Calling upon God pre-supposes faith in Him, and if one has faith he will call upon God in all times of need.
