That is done when you compare one part of the bible to another for support and clarity. Have you looked at www.biblegateway.com and allow the site to show cross references? Hired scholars make them, at the pleasure of the group making the printing of a particular Bible possible, often the publishing company. Thompson Chain Bible, Nelson Study Bible; the publisher's name gets advanced and some loyalty to it built by the study method provided in the Bible by a particular publishing house. Yet others are the work of one group under the lead of a pastor/teacher, as in the Ryrie Study Bible Part of exposition is the learning of the settings, the places, the traditions, the additional instances of use of the same word, or mention of same subject, for the purpose of confirming interpretation of the word of God as it pertains to a subject of interest and study. So who makes them? At the ultimate, I suppose God has made it desirable to have such references. The more of the OT that is familiar to the reader the fewer cross references are necessary for the brain does the cross referencing for that reader of the Bible. Conversely the less known the greater is te benefit of cross referencing. There are several mehods of referencing too; by common original language word, or by common subject, or even by same human author, or in the case of the gospels the main points of each author that are also contained in the other's record of the events. About the very first thing each Bible contains is the explanation, by it's writers, of the supplements the study guides, giving their purpose who wrote them and why they wrote them, and how their aids to reading and leaning work. For example in the Ryrie Study Bible there is two pages written by C.C.R. that concludes with " I wrote the study guides to meet a variety of needs of many people... Some are rather horrible!!! I have one that comes to mind, "The Possibility Thinkers Bible".
