It's both an encouragement for younger Christians and a very high calling to live up to.

That how he wants us not to carry the fear of been perfect or not. 

His Laws how he guide each and every one of us are taylor to our specific needs, as we are in our journey. 

Paul could suggest but not make it mandatory, and Lord over Timothy. 

He should say : seek the Lord in all your circumstances, him you should learn to follow. 

Paul he should not be so strict with Timothy, trying to tell him that from now on try to please your critics, look over your shoulder, they are watching and are ready to devour you. 

No the Cretans were not this kind of people, thats not their nature, they are more open than the Jews, and they are known to wellcome strangers. and they dispice been Lord over, even from their own people.

Paul meant to say: 

Timothy your mission is among people ruled by the elders of their clans, so be carefull do not offend their culture in the name of Jesus, be of a lowlly and humble spirit, don't push the Gospel down their throat, and tell them what to eat and drink and how to dress, and what to do each day. 

Do not graft them in your Jewish culture and worship, they do not need priest and they are just fine without them, do not make them Catholics. 

That without the priest are lost, we do not need the priest and their dependance upon them. 

We need churces that faction without priest.

Paul under inspiration of God may have penned the statement, but at the time he did so was it a proverb - a verse to stand alone, or was it part of a letter without verses at all and no statement within it meant to be isolated, nor left to stand alone for the understanding and use of it? Instead was each statement confined at least by it's near context into serving a higher and fuller purpose,  and for instruction and illumination?

If so what is the fuller context sharing for Timothy's benefit, and what application can be made of that record for life today  for the bond-servnts of Jesus?
