Who here has never accidentally double-clicked something? That any one person can sound a statewide alert through a double-click whatever their intentions shows that the system is terribly fallible, i.e., it should require at least two personnel to come to a consensus and then both would have to engage the system simultaneously to sound an alert! Given that it is a civil defense computer, it has a lot of fail safe programs installed. It is not an accident and the one who did it should be fired.
