Based on news reports, it sounds like someone double-clicked their mouse to sound the warning system and that speaks to a deliberate act, not a broken system.

Who here has never accidentally double-clicked something?

That any one person can sound a statewide alert through a double-click whatever their intentions shows that the system is terribly fallible, i.e., it should require at least two personnel to come to a consensus and then both would have to engage the system simultaneously to sound an alert!

Those kinds of programs have a message box that comes up when you click on the button asking if you want to perform that action.  You cannot accidentally double-click on stuff like that.

That would be ideal in that it would also prevent someone from acting maliciously.

interestingly, Japan had a false alert today.....   tells me that something is going on....

Given that it is a civil defense computer, it has a lot of fail safe programs installed.  It is not an accident and the one who did it should be fired.
