I have been researching this online and listened to Daniel via my audio bible tonight at work, but I still don't think I am fully grasping the meaning of that expression. Perhaps they mean "in a worldly, degenerate culture of false gods, one that tries to hold God's chosen ones captive". Or consider that Paul and Peter used the code term "Babylon" for "Rome". I agree with the other poster. We need more context. Daniel was actually literally in Babylon, and so it could simply be referring to the literal nation of Babylon.
