The federal government will now provide $10 million to the initiative. Since taking office in January 2017, Trump has reduced funding by 80 percent, The New York Times reported. In President Barack Obama's last year in office, the federal government spent $63 million to help people sign up for healthcare through the ACA. Seema Verma, the administrator of the Centers for Medicare and Medicaid Services, said the funding cut is meant to change an ineffective program. Navigators, the Trump administration has said, only sign up about 1 percent of the people who enroll in ACA-approved programs each of the past two years. And during the last year of the Obama administration, seventeen navigators enrolled fewer than 100 people at an average cost of $5,000 per enrollee.
