Have you read "Temple" by Robert Cornuke, or "The Temples that Jerusalem Forgot" by Ernest L. Martin?  Scriptures teach that the Temple Mount is over and around the Gihon Spring on the southeast ridge, not in the area of the Haram esh-Sharif, where the Dome of the Rock is located.  Historical record outside of the Bible, and within scriptures all say this. The Wailing Wall is the remains of Fort Antonia, where Herod's military was housed.  Jesus said there would not be one stone left on another...and there are prophesies in the Bible about this event saying the same.  There is no need to fight over the Dome of the Rock, it is not where any of the temples were built.
 

Matthew 24: 1 And Jesus went out, and departed from the temple: and his disciples came to him for to shew him the buildings of the temple. 2And Jesus said unto them, See ye not all these things? verily I say unto you, There shall not be left here one stone upon another, that shall not be thrown down.
 

Mark 13: 1 And as he went out of the temple, one of his disciples saith unto him, Master, see what manner of stones and what buildings are here! 2And Jesus answering said unto him, Seest thou these great buildings? there shall not be left one stone upon another, that shall not be thrown down.

Luke 21:5And as some spake of the temple, how it was adorned with goodly stones and gifts, he said, 6As for these things which ye behold, the days will come, in the which there shall not be left one stone upon another, that shall not be thrown down.

I haven't heard of a plan to build it side by side with the mosque.  What is sad to me is there is no reason to fight over the Dome of the Rock, it is not where the temple stood.  They could build their third temple now.

Even many in Israel believe the original temple was NOT at the Antonia fortress on which the Al Aqsa Mosque is located.  GS stated it right.  Bob Cornuke and others have done detailed analysis of the area of the Gihon Spring and there is ample evidence of that is where the Temple originally stood,  just down the hill from the Antonia fortress. The Romans wanted to be elevated above the Temple so that they could keep an eye on things.  It is how they were able to respond so quickly to the goings on in Acts 21 when Paul went to the Temple area.  

When it comes right down to it, while there will always be protests from others no matter what Israel does, building the temple will not be any conflict with existing structures.  The area of the old Temple is clear of housing, cemeteries, businesses, etc.  Nothing to stop construction of the Temple to begin except the awareness by the leadership of where it is.  The Antonia fortress area has been so ingrained in folks' minds that it is the Temple area.  A falsehood, expressed often enough, eventually becomes viewed as the truth.
