A book i read actually said an issue with having church services in an established building is that we can create a detach between our conducts in an out of said building,to the point where we think  we have to behave a certain way in church but be completely  different when we out of church. Notbrealising that God is everywhere and also we have a greater impact in our lives out of church than the few hours in it.

Ps. Before people focus on it. He's not wearing lipstick. It's a colouring error

Is it the building's fault people act that way?

No. We somehow create a mental concept that here is where we must be holy at that location/

Some of us are just not as stable and mature as others. But there is something to be said for the gathering of believers. We wash one another's feet when we fellowship. Moments happen when a husband who has difficulty with the pressures of the world lays things down when going to fellowship. It doesn't justify his actions or comments or the ignoring of the family but he sees for that moment and through the day he isn't the man he needs to be.

We are all a mess but the Lord will develop in us a better perspective and actions in our life. What goes on in someone's life day to day we don't know unless we take the time to sit with them and wash their feet. Figuratively speaking of course.

What you are portraying is very possibly a spiritual problem in their life where they are acting and not hearing from the Lord. Those that have the gift of faith in the body most likely are praying for the person and so should we when we notice these things. The miracles of God many times are shared with the body when we see someone like that finally putting their hands into the hands of Jesus.

Otherwise, the list of proper social activity just gets longer and longer and we all become guilty, which we are anyway, so, much love, forgiveness and prayer. Not only for others but for the retch that we are.

God is worshipped like there's no tomorrow at church

The poor Lazarus lay helpless and wasted on the road outside the churches very few people care to greet and help him.
