I think the beast is an evil spirit being, not a human.

The short answer is, YES, because God created everything KNOWING the outcome. Adam's fall did not catch God by surprise. 

The longer answer is, God did not CAUSE Adam to fall and turn over the planet to Satan. Adan did that on his own. God did not CAUSE Satan to tempt Adam - but He knew it would happen. Well, God CREATED Satan, but it was Satan to make himself evil.

How on earth do you get Satan from hell when God says the prince of Persia.

What gave you the idea that Persia is hell?

I wonder what you have been reading....

But the prince of the kingdom of Persia withstood me one and twenty days: but, lo, Michael, one of the chief princes, came to help me; and I remained there with the kings of Persia.
 
Then said he, Knowest thou wherefore I come unto thee? and now will I return to fight with the prince of Persia: and when I am gone forth, lo, the prince of Grecia shall come.
 
The prince of Persia is the spiritual leader or principality of that area. As Paul said, "spiritual wickedness in high places." There is simply NO WAY any human could have interfered with an Ark Angel!  He was going to have to fight His way back to heaven also! Paul wrote "according to the prince of the power of the air."

Now I know this is hard for some to understand but if you study in depth the Bible especially the books of Ezekiel, Isaiah, Jeremiah, Daniel and Revelations I believe you will find a lot to do with Israel and their regathering there by God.

  • Amo 3:6 -> "Shall a trumpet be blown in the city, and the people not be afraid? shall there be evil in a city, and the LORD hath not done it?".
