How serious is he about changing his habit of viewing porn etc? Serious enough to permit someone else, like his minister, monitor his internet use? Most anti virus programes will let one set the age of the user, block set subject, block known sites and alert a third party if they try to amend these settings or try to view blocked subjects/sites etc. People change but it always takes time and lots of effort.
