This religious and blasphemer Beast of 7 heads and 10 horns did rise up out the midst of the Gentile peoples, and the Whore which rides upon him - the RCC - is established in whole earth among all nations as a religious Empire)  

And the ten horns crowned with 10 crowns  - (the Jewish 10 tribes of Israel that rebelled against the house of David - JESUS was / is of the house of David)  - in the first period of 42 months or 1,260 days that is ruled by the FIRST Beast , they will reigning in the religious and universal Empire together this blasphemer FIRST Beast through their messiah (not JESUS) who will come out of the earth of Israel (Rev. 13:11-18), and will be enthroned in Jerusalem. But in this FIRST period of 42 months, the false messiah, a false lamb, enthroned in the temple of God in Jerusalem , will give unto the FIRST Beast Power, and his Seat, and great Authority until the end of the FIRST 42 months period.  

Afterwards, will reign the false messiah for the 2nd period of 42 months, and then will fulfil LITERALLY what is written in the verse 16, that says:  --> these shall HATE the Whore, and shall make her desolate and naked, and shall eat her flesh, and BURN HER WITH FIRE.   

The whore, the physical aspect of the whore that sits on many waters, and the place of seven mountains, and that the ten kings of the beast's kingdom will destroy by fire - is the RCC, the Vatican in particular.    I agree.

The whore herself has a greater meaning and that is as a mystical city - called Babylon the Great.     Babylon the great is the unseen kingdom of Satan and the fallen angels, that overshadows the nations, and has to be dismantled during the second half of the seven years, as when the 7th trumpet sounds - to take the nations back from Satan's control, to become the kingdoms of God and his Christ.

   The whore is not just limited to being the RCC/Vatican.

The ten horns, the 7 heads, are all kings of the Roman Empire.  Not Israel.

The arch villain of the end times, will be both the leader of the Roman Empire - and for a short time of about 3 years, the Antichrist, perceived messiah anointed King of Israel.

Antichrist - anointed King of Israel.   He begins the 7 years.   Followed by becoming the revealed man of sin.   Shortly, followed by becoming the beast.

beast - leader of the Roman Empire,  made dictator of the EU, last 42 months.    The ten EU kings, leaders, rule with him in his regime.    They will burn the Vatican to the ground.
