Remitting sins

I was listening to a sermon about remitting sins for those who are incapacitated (and when they are healed they of course have to repent)

 

the sermon was about healing 

 

I was wondering if you can remit sins for a nonbeliever in the same or similar way?

We can't remit sins - that's the Lord's call.

You can forgive someone for a sin committed against you, but if a serial killer is on the loose, I can't stand up and say, "He is forgiven."
