Zechariah 14:4
On that day His feet will stand on the Mount of Olives, east of Jerusalem, and the Mount of Olives will be split in two from east to west, forming a great valley, with half the mountain moving to the north and half to the south.

could this be Israel and Palestine?

No, this is where Jesus sets down at His second coming.

Correct. We wait for our Lord's return, as stated here:

Act 1:9-12
(9)  Now when He had spoken these things, while they watched, He was taken up, and a cloud received Him out of their sight.
(10)  And while they looked steadfastly toward heaven as He went up, behold, two men stood by them in white apparel,
(11)  who also said, "Men of Galilee, why do you stand gazing up into heaven? This same Jesus, who was taken up from you into heaven, will so come in like manner as you saw Him go into heaven."
(12)  Then they returned to Jerusalem from the mount called Olivet, which is near Jerusalem, a Sabbath day's journey.

Greetings, Nick … Like wingnut said, this happens at the the Second Coming. God will shake the earth at the 7th trump. The earthquakes will flatten the cities to where not one stone will stand upon another. This is taught by Jesus in Matthew 24:2:

Matthew 24:2

And Jesus said to them, “Do you not see all these things? Assuredly, I say to you, not one stone shall be left here upon another, that shall not be thrown down.”

I was taught that Matthew 24:2 was a prophesy about the Jewish temple being destroyed in 70 A.D. by the Roman Army

I think we can learn more from the whole passage as it gives greater context. For many, the events unfolding will be terrible, but in the end, for God's elect, joy:

Zechariah 14:2-5 (NIV)
2  I will gather all the nations to Jerusalem to fight against it; the city will be captured, the houses ransacked, and the women raped. Half of the city will go into exile, but the rest of the people will not be taken from the city.
3  Then the LORD will go out and fight against those nations, as he fights in the day of battle.
4  On that day his feet will stand on the Mount of Olives, east of Jerusalem, and the Mount of Olives will be split in two from east to west, forming a great valley, with half of the mountain moving north and half moving south.
5  You will flee by my mountain valley, for it will extend to Azel. You will flee as you fled from the earthquake in the days of Uzziah king of Judah. Then the LORD my God will come, and all the holy ones with him.

"Every believer, being related to God as his God, may triumph in the expectation of Christ's coming in power, and speak of it with pleasure. During a long season, the state of the church would be deformed by sin; there would be a mixture of truth and error, of happiness and misery. Such is the experience of God's people, a mingled state of grace and corruption. But, when the season is at the worst, and most unpromising, the Lord will turn darkness into light; deliverance comes when God's people have done looking for it."
Matthew Henry Concise Bible Commentary.

God never says or does anything without a multiplicity of layers and meanings. His words are true to the uttermost and should be well examined. Especially leading up to "as in the days of Noah". This requires much thought and and understanding of the people to whom it was first addressed since they knew far more of the implications of this than we do some 2000 years removed from that context.
