Context is everything.

This psalm is about the contrast between those who seek God and those who do not.

It is not about sitting meditating beforeGod, but about faithfull service.

Silence does help us to commune with the Lord in our hearts.   People that are always busy and busy in their hearts often can't hear the still, small voice of God.
