I think "devine" can have different meanings - he wasn't necessarily speaking of divination - and if I remember correctly, he was playing a joke on the men. We don't know that he was. His servant said he did. Joseph lived among Egyptians for the bulk of his life - from an older teen to an old man. Perhaps the servant just assumed he did. Besides, the law had not been given yet that forbade such things. It wouldn't for more than 400 years. As much as Joseph relied on God - I don't know if he did or not. Joseph seems to have told the steward (who was likely not a Hebrew) to say that to his brothers looking at the context. Gen 44:1-6 is below: Quote 44 And he commanded the steward of his house, saying, Fill the men's sacks with food, as much as they can carry, and put every man's money in his sack's mouth. 2 And put my cup, the silver cup, in the sack's mouth of the youngest, and his corn money. And he did according to the word that Joseph had spoken. 3 As soon as the morning was light, the men were sent away, they and their asses. 4 And when they were gone out of the city, and not yet far off, Joseph said unto his steward, Up, follow after the men; and when thou dost overtake them, say unto them, Wherefore have ye rewarded evil for good? 5 Is not this it in which my lord drinketh, and whereby indeed he divineth? ye have done evil in so doing. 6 And he overtook them, and he spake unto them these same words. (Emphasis mine)t The context shows that Joseph told the steward what to say to his brothers, who did not recognize Joseph at this point in the story. Joseph told the steward to say those words. Why? Scripture doesn't say, but I would guess it was not an unusual thing for an Egyptian official to say since divination was common in that part of the near east at that time.
