It may varie over where you are but If she moved there in a private room and it's covered and she was assessed as needing a private single room then you have grounds to challenge the decision that has been made 're sharing a room it will depend on the agreement when moving in and how much information confirming this that you have because of increasing numbers is not a good enough reason to move someone.
