If by creation you mean the heavens and the Earth, I guess one could say that Satan fell before those were created. However, since Satan was a creation of God, one could assume that he is a part of creation. So; if one were to look at it that way, he did not fall before creation. Oh, apparently PeterH said something similar to this.But, hey I agree with him.
