As KatyAnn mentioned, he's talking about roads and bridges, he's talking about the help along the way. If you listen to the quote in context it comes across awkward but it's clearly not directed at people saying they didn't build their small businesses. Carnegie and Mellon amongst others built things and institutions by their individual prosperity simply because they were charitable men.
