A people who is not a nation cannot have a NATIONAL will. I would sooner argue with you that Mileva Einstein was a greater scientist than Albert was. Too further my point I present the Jews. They are an ethnic group? well yes and no, some are from Europe, some from Africa, some from far east Asia. So what is a Jew? religion? ethnic grouping? race? culture? what? Further in the US there are more people with one Jewish parent than people with two Jewish parents. Which mean that there are more 1/2 jews than "full Jews". Yet the American Rabbical groups do not recognize these people as Jews. In a strange twist of fate these people recognize themselves as Jews, but not entirely, and are not bowing to the Rabbis. So are they Jews? Reform says yes, orthodox says no. But, they are not accepting either ruling. They represent "assimulation" of American Jews. they neither accept nor deny either side of their ethnic make-up. are they a culture? a new ethnic group entirely? or "a people"? or something that is none and yet all of the above? The African Jews orginally did not accept the Talmud, so they did not share a common culture. They were differant in appearance and practice, so they did not share a common culture. But were they Jews? they could prove Jacob decent so yes, but no? you said a "stable"?
