One migth have to be ones own "sheriff ',and arrest and put on trial, a person who might also be a danger to other people, if let go Absolutely, there would be cases, even petty situations, that you would have to be the judge and jury as the matter is between two parties that is not a criminal case as such but morals in forgiveness or payback as it is called in the secular world. But one being the judge and jury does not or cannot have a clear righteous heart in dispensing justice as the heart and it's deceitfulness would wage war and oppose righteousness or Godly justice, again when the heart has been grieved and the burning desire for revenge is seated there. The reason believers are to forgive as we have been forgiven. Easier said than done, but nevertheless it's our Lord teaching.
