FBI agents and other federal investigators would have greater leeway to eavesdrop on foreigners in the USA suspected of having information on terrorism or national security threats, under a Bush administration proposal.

"bush administration" refers to president bush's administrative staff. whoever is in office is in charge of his administrative staff, made up of people whom he appointed to the positions they hold. whoever wins in 2008 will appoint his own people, and the administrative staff will be known as their administration.
