Yes, but also consider that DC has one of the strictest gun controls in the U.S, and also the dockyard was effectively a gun free zone. Banning guns (whether we talk about AR-15s or not) is irrelevant, as a gun ban was already in effect. The anti-gun lobby do not have a case.
