The word fugitive implies that he was running away as someone running from the law in fear. He was both driven from the land by God for murdering his brother and I am sure because of his own guilt. Yes, God put a mark on him as a warning to others not to kill him (which implies others wanted him dead), but never the less he was no longer allowed to live in the land which he came nor was he allowed to return.
