The Iranian government has buried their facilities deep enough underground that they could not adequately calculate the amount of damage the bunker busters would have. Best estimates were that the U.S., at best, would only delay Iranian nuclear plans by 5 or 6 years. This is why they spent so much time on a hashing out an "incentive" package for Iran. They understood that any attacks on Iran would simply place further hardship on Iranian citizens who are believed to be dissatisfied with their government. Notice how we have heard nothing about any further negotiations? Even the IAEA is pleading with the U.N. to do something but Russia and China continue to stalwart any efforts to reign in Iran.
