To believe in Jesus Christ is granted/given by grace Phil 1:29 29 For unto you it is given in the behalf of Christ, not only to believe on him, but also to suffer for his sake; If something is given or granted to one,then its something naturally or originally they dont have. And the word given is the greek word χαρίζομαι: to do something pleasant or agreeable (to one), to do a favour to, gratify to show one's self gracious, kind, benevolent to grant forgiveness, to pardon to give graciously, give freely, bestow to forgive Its made of the greek word charis which is translated grace over 100 times in the NT So to believe on Christ is bestowed as a Gift of Grace So I believe I agree with the OP

Paul was referring to the man esau being hated whereas his brother Jacob was Loved, so God loves His Elect and hated the non elect and it is all unconditional, based on His Sovereign Good Pleasure
