This is just the way I read these verses . V19-22 show what happened to Israel to be scattered. V 23 imo is about Gentiles/Christians which has occurred. V24 has occurred also, 1948 Israel. V25 speaks of Israel cleansed. V26-27 Israel accepts Jesus and brought into New Covenant. V28 takes place after. It is my understanding that many believe NC believers are to keep the old Ten commandments of the 613 old laws. I disagree with that stand. Jesus NC brings nothing from old law into the NC.
