The Lord meant for all Israel to meet Him on Sinai, but they feared ad told Moses to go alone. And so the Lord gave a set of Laws for Moses to give to the people. The people sinned, and so the Lord gave more Laws. The people sinned again, and so the Lord gave even more Laws. Makes one wonder what things would have been like had the people gone up the mountain.
