Yes, all the great minds get together and place the minute hand where they believe it should be. Unfortunately, as with most things, they are off. I believe it is a lot closer then 5 minutes to midnight.

It is only a relative measure of likelihood of end of days especially due to nuclear weapons.

The minute hand moves forwards and backwards from midnight relative to the perceived risk of world ending.
