So, aside from systematically executing them, or starving or working them to death, their leaders wouldn't think twice about sending hundreds of thousands of them over the border, in that case, tactical nukes will be the only thing to stop the invasion, unless Korea and US feel that they can survive being pushed to the very end of the peninsula.
