U.S. intelligence officials assessing North Korea's recent bellicose statements are increasingly concerned that Kim Jong-un could use his limited nuclear arsenal as part of offensive military attack that would be calculated to improve the prospects for reunifying the country rather suffering a collapse of his regime.

This makes no sense... using a nuclear warhead would only invite devastating reprisal. How would this benefit the N.K. people?

North Korea has more people than they can feed. So, aside from systematically executing them, or starving or working them to death, their leaders wouldn't think twice about sending hundreds of thousands of them over the border, in that case, tactical nukes will be the only thing to stop the invasion, unless Korea and US feel that they can survive being pushed to the very end of the peninsula.
