Those two sections prohibit sending weaponry to countries described in section 40(d): "The prohibitions contained in this section apply with respect to a country if the Secretary of State determines that the government of that country has repeatedly provided support for acts of international terrorism," Congress stated in the Arms Control Export Act. No matter what obstacles are put in front of him - he blindly, willfully and stubbornly wants to carry out his mission. He's been defeated by Putin and forced to back down, most of Congress don't want him to fight Syria, and he even got the cold-shoulder from most of Europe. Yet, he still persists. He is even willing to waive certain rules to get his way. Never has he been more obstinate about anything. He had little enthusiasm for Benghazi ( a far more serious issue in my mind), he has ignored the very real threat of Iran's nuclear ambitions, and he has shown little interest in helping the U.S. economy. But when it comes to digging his heels in, he won't leave the Syrian issue alone! Can you not see where his true colours lie? He wants the Muslim Brotherhood to rule the Middle East and he is willing to bust a gut to see that happen. This man has no interest in serving the American people, the job that he has been employed to do, but has a far greater interest in helping the enemies of the U.S. Why will he not leave the Syria crisis alone? Does he not realise that the rebels are led by al-Qaeda, the biggest enemy of the United States? Of course, he knows. He could not possibly fail to do so. America please wake up!
